Which Notifications Deserve an Interruption?

Twelve comments arrive on a project during a meeting. Sending twelve alerts seems distracting. Sending one digest sounds cleaner, until a direct question to the user gets buried among routine updates.

For a hypothetical notification system, I would consider separating direct mentions from general activity and grouping the rest by project. But the grouping rules raise their own questions: does opening the digest mark every item as read? Does a new comment extend the batch forever? Can someone expand it and find the original order?

There is also a difference between the notification inbox and an external alert. A quiet email summary should not necessarily collapse the detailed history inside the product.

Which events would you allow to interrupt a batch, and which would wait? How would you explain those rules so a user can predict what they will receive, rather than repeatedly adjusting settings through trial and error?
