The Sovereign Co-Specialized Helix: A Triple-Lock Theoretical Framework for Governance, Enterprise, and Innovation in the Global South

A new open-access KSCCN paper asks why orthodox innovation models (the classical Triple Helix and linear Schumpeterian catch-up) struggle in the Global South in the age of AI, and what should replace them.

Core argument: when enterprises leapfrog by consuming black-box external APIs without control over data, compute and model weights, measured output can rise while structural dependence deepens.

What the framework adds

  • Co-specialization of the complementary asset portfolios of academia, industry and the state
  • A Triple-Lock sovereignty frontier: data; compute and model; governance and application
  • Minimum Viable Innovation Engines and purpose-built engines for trade, investment and technology transfer
  • The TADV verification protocol and a Governed Compute Bank
  • EPI/EVI dual-core accounting, including a formal vulnerability equation for API dependence and a Net Sovereign Catch-Up Velocity
  • Four developmental regimes: sovereign-compatible progress, fragile/API-dependent gains, autarkic stagnation, systemic subordination
  • Five theoretical propositions

For engineers, the practical point is architectural: dual-model hedging, API sandboxing and auditable model pipelines turn sovereignty from a regulatory slogan into a lower switching cost.
