Sovereign AI Engines for Industry–Academia Linkage: An Integrated Framework for AI-fication of Trade, Investment and Technology Transfer

A new open-access paper sets out how academia, industry and government can turn talk about AI-fication into measurable results in real trade, real investment and real technology transfer.

It starts from the complementary assets each partner brings and identifies six minimum viable innovation engines: an industry problem challenge, a talent bridge, a technology transfer desk, a sandbox window, export use-case clinics and a shared metrics dashboard.

It then defines sovereign AI through three interlocking frontiers: the data lock, the compute and model lock, and the governance and application lock. On that base it specifies purpose-built engines for trade intelligence, investment matching and technology-transfer structuring.

These engines sit inside an EPI/EVI benchmarking framework that separates genuine performance gains from rising external dependence. Two supporting instruments complete the design: a Trade Asset Digital Verification (TADV) protocol for trade finance, and a governed compute bank that eases protocol shifts and model adaptation.

The proposals are lightweight, jointly owned and measurable, built to improve market performance while reducing dependence.
