Full title: Sovereign Intelligence or Perpetual Rental (Volume II): A Compendium of Financial Engineering Instruments
Volume I of Sovereign Intelligence or Perpetual Rental diagnosed the compute divide and introduced the Dual Core Finance paradigm, in which a Sovereign AI Development Fund combines concessional anchor capital with community-operated velocity capital. This second volume is its operational financial-engineering manual.
It identifies four structural bottlenecks that keep lower-income economies in perpetual foreign-currency cloud rental: macro-fiscal illiquidity and external debt overhang; high upfront capital costs and demand uncertainty; foreign-exchange depletion and hardware scarcity; and uncompensated data extraction with uninsured algorithmic liability. The instruments that resolve them are organised into a four-tier capital stack.
For each tier the paper sets out precedents, counterparties, term-sheet mechanics and valuation formulae. These include debt-for-digital and debt-for-compute swaps with guardrails protecting national data, SDR re-channelling, crisis debt-standstill clauses, Advance Market Commitments for regional green compute, Viability Gap Funding, statutory countertrade and offsets, compute credits, Algorithmic Impact Bonds as ex-ante surety instruments, and compute-for-data barter swaps. Illustrative projections with stated parameter assumptions quantify each mechanism, and an integrated sequencing matrix phases deployment over sixty months.
