In ECC, the "OS layer" basically means the harness itself—the guardrails managing how the agent plans, tests, and remembers things....
And honestly, it makes a huge difference. Without that layer, coding agents tend to jump straight into editing files blindly, which usually leads to broken tests and wasted tokens. Having the harness force the agent to plan and run tests before touching code completely changes the quality of the output.....
