AI Becoming a Threat to National Security: Head of Chinese Intelligence Agency

The head of China’s intelligence agency has warned that artificial intelligence is becoming a threat to national security and that foreign powers could use the technology to undermine social order.

AI Misuse and Information Warfare

China’s Minister of State Security Chen Yixin wrote in an article that hostile forces are misusing generative AI technologies to create political rumors and spread harmful information.

He said these hostile forces are launching public opinion and cognitive warfare against China, posing a direct threat to the country’s political security, institutional security and ideological security.

Chen Yixin warned that artificial intelligence has now become a central field of global technological competition and a new front in strategic competition among major powers.

Risks to Critical Information Infrastructure

Chen Yixin did not mention existential risks from AI or calls to restrict the pace of technological development. However, he said that Anthropic’s Claude Mythos and OpenAI’s ChatGPT 5.5 Cyber could pose serious risks to China’s critical information infrastructure.

He said foreign intelligence agencies are increasingly using technologies such as intelligent web crawlers, intelligent data mining, and intelligent profiling analysis to collect and obtain sensitive information on a large scale, including critical national data, commercial secrets, and citizens’ private information.

AI and Military Competition

Chen Yixin also said that the war between the United States and Iran has highlighted the key role of artificial intelligence in the military sector, while improved technology is providing an advantage on the battlefield.

He wrote that China must ensure independent control over key technologies to protect its technological sovereignty, including advanced computer chips essential for training artificial intelligence models.

AI Governance and US-China Talks

The warning comes as Chinese President Xi Jinping is expected to meet US President Donald Trump in Washington this month.

The talks between the two leaders are expected to include the governance of artificial intelligence and its safe use, while calls for more effective oversight of the technology continue to increase.

Leaders from the US technology sector have also called for slowing the pace of artificial intelligence development.
