So within the session envelope for Claude, it doesn't have access to its thinking. Just the system instructions and the subsequent turns (your input, its output).

No. I don't have access to prior thinking blocks in the conversation history. They're generated during inference but not included in the context that's passed back on subsequent turns. I can only see the emitted responses, tool calls/results, and your messages.

And there's a reason for that. So it's never going to be able to answer the question why, unless it provided justification for its actions as part of its response (which is part of the context window). But it can guess and provide reasonable justifications. And it doesn't really need the old context to do that, for the most part. But operating within that window might help in its analysis.
